DRAFT FACILITIES MASTER PLAN

The PACT effort examined areas of concern that have the most impact on the learning environment. For this reason, many of the recommendations focus on our schools and classrooms. All facility-related recommendations have been spelled out as a draft Facilities Master Plan.

PACT worked with architects and facilities planning experts to develop the Plan. The overall goals of the Plan are:

  • Provide 21st century learning environments
  • Implement facilities master plan to increase efficiency
  • Move to true middle school program (grades 6-8)
  • Work to achieve preferred school/class sizes
  • Explore facilities to expand pre-school services
  • Improve athletic/activity/performing arts facilities

PACT recommended a conservative approach to meeting these goals, which would be completed in phases as described below.While no timetable has been set for these phases, it is anticipated that it will take more than a decade – perhaps as much as twenty years – before the entire Plan is brought to completion.

WHY CHOOSE THIS APPROACH TO IMPROVING SCHOOLS?

There are a few key reasons that PACT chose to recommend this plan:

This plan will help to create educational excellence.
The plan would result in a dramatic transformation of our schools into centers for true 21st century learning. Better learning environments across the District, educational efficiency and an excellent cost-benefit outcome are all features of the plan that were attractive to PACT participants.

This plan will create jobs and lead to increased economic development.
Building, renovating and expanding schools will put people to work right here in our community. And improved schools will mean higher property values and a more attractive community for businesses and families.

Is more efficient than simply making improvements to existing schools.
Making renovations but continuing to operate every existing building would be more expensive than the proposed approach and would provide fewer educational benefits.

The long-term cost is similar to doing nothing at all.
This plan would provide significantly improved efficiency across the District, which will save enough operating costs to offset much of the initial investment. The additional investment for the owner of a $100,000 home would be about $10 per month.

Early Childhood Education
Explore opportunities to improve the overall quality of pre-school/early childhood education in the District and offer this service to all qualifying children.

Technology
Create and put into action a long-term plan for technology and the learning environments necessary for success in a competitive, global society.

Finance
Take action to address SJSD’s long-term financial stability in order to provide a quality education.

Staffing
Recruit and retain an exceptional teaching staff dedicated to educating SJSD students.

Safety and Security
Ensure a safe teaching/learning environment for all students and staff by offering the highest level of safety/security procedures in all District buildings.
